Cambridge Woods Neighborhood Association Board Meeting Minutes Tuesday, December 21, 2004 7:00 p.m. 3368 North Bartlett Avenue Milwaukee, WI 53211
The meeting convened at 7:06 p.m. with Leslie Fillingham, Dot Spransy, Rusty Smith, Peter McMullen, Else Ankel, Kris Martinsen, Birgir Pahl and Deborah Slakes in attendance - a quorum (five or more). 1) Agenda Repair and Housekeeping October 2004 Executive Board meeting minutes were accepted without objection, but with spelling corrections. The correction is contained in the last paragraph of the minutes. Replace Neighborhood Quality Team conducted a housing survey. Housing repair needs were done partly from CWNA and partly through Department of Neighborhood Services with Neighborhood Quality Team conducted a housing survey. Executive Board Meetings to be held at 7:00 p.m. at sites to be determined February 15, 2005 April 19, 2005 August 16, 2005 October 18, 2005 December 20, 2005.
The January 18, 2005, General Meeting will host Vince Bushell, Editor of the Riverwest Currents newspaper and project manager for neighborhood relations for river revitalization. The November/December 2005 President’s message will be revised to correct this addition. Else will send out a list of past General Meeting programs with an accompanying request for program suggestions for future meetings. Leslie reported on the state of the CWNA finances and budget. The Executive Board discussed expenses and the calendar year 2005 budget. There is $1400 on account. Executive Board members urged to bring in budget requests for the February 15, 2005, Executive Board meeting.
2) Discussion Items ETMA Update - Recent Residential Parking Permit (RPP) proposal - Peter reported on a meeting with the University of Wisconsin - Milwaukee (UWM). He said that UWM would oppose legislation that did not include resident permits on a one-for-one swap meaning that they would approve resident permits if they got a parking space on campus to match the resident permit parking spaces - one resident permit for one UWM parking space. If UWM does not get one-for-one, the plan won’t happen. All four neighborhood groups surrounding UWM must speak with one voice, therefore a meeting will be held soon to develop a unified statement. UNA Update - Columbia Hospital Reuse: Housing - University Neighborhood Association (UNA) polled member groups about what they thought of a proposed plan for housing students in Columbia Hospital after it is vacated by the hospital. Those assembled at the UNA meeting were opposed to housing and possibly classrooms as well. CWNA Executive Board suggestions included retaining use by UWM Nursing School for laboratory space, or by other university departments for technical or lab space. There was a proposal to ask for a limitation on student enrollment in exchange for support of dorm space, and a statement that the hospital facility is a revenue generator and should be used for biotech labs by the University system or by the State of Wisconsin. Student Housing Ordinance Update - Lillith Fowler is working on this issue. There is nothing new to report.
3) Team Reports Communication/Publicity Team/Membership Team: No report. Neighborhood Quality Team: Chris Christie asked what ideas were promoted regarding the deed restriction proposal discussed at the November General Meeting. She is an enthusiastic supporter of the concept of restricting deeds to property in the Cambridge Woods to allow for sale to owner occupants only. The NQT supports this deed restriction idea, and agrees to publicize it to determine what the reaction of neighbors is. NQT to write a position paper and will submit it for the approval of the Executive Board. Upon approval it will be sent to members. Cathy Arney will start the Highlight-a-Block program in January 2005. Rain Gardens -Else is investigating a grant from the Milwaukee Metropolitan Sewerage District (MMSD) for rain gardens. She received a call from Tom Chapman from MMSD who reported that they received a bequest ($10,000 -15,000) to be used for environmental issues. Else will write a grant proposal for this money. She described the rain garden program and grant request procedure. Installation of the rain barrel is done by someone other than MMSD and will be paid for by the grant. Leslie proposed more rain barrels per block with homeowners paying for half of the cost. Chris reported on combating binge drinking by students. UWM has started a program to stop it on the UWM campus. Fun and Games: Dot reports that Chili Fest will be held in February. Safety Team: Kris continues to attend Milwaukee Police Department (MPD) 5 th District neighborhood meetings. Citizens are advised to lock their doors to prevent burglars from walking in and robbing you. Birgir advises to send him content for the CWNA web site. Next meeting: February 15, 2005 Meeting adjourned at 8:30 p.m.
