Cambridge Woods Neighborhood Association Executive Board Meeting Minutes
February 15, 2005, 7:00 p.m.
3368 North Bartlett Avenue Milwaukee, WI 53211

Attendees: Birger Pahl, Dot Spransy, Else Ankel, Peter McMullen, Deborah Slakes, Karen Martinsen. Those absent were Leslie Fillingham, Chris Christie and Rusty Smith. Meeting convened at 7:06 p.m.

1) Agenda Repair and Housekeeping

Board Minutes - December 2004. Spransy moved to accept minutes as filed with an amendment that Karen Martinsen attends the Milwaukee Police Department 5th District neighborhood meetings, not Kris. Ankel seconded and the December 21, 2004 Executive Board meeting minutes were unanimously accepted as filed.

March General Meeting - We may have a speaker from the Water Tower Land Trust. His name is Randy Bryant and he will speak about the Kenilworth Project and how it will impact surrounding neighborhoods and their neighborhood associations. For example, how the Kenilworth project may impact on the Columbia Hospital Reuse issue. Instead, in March, we may consider having a program regarding the rain garden program including a proper explanation of the program, the rain barrel program and the green roof idea. After discussion of the ideas, it was decided that the March 2005 General meeting program will be about rain barrels, rain gardens and green roofs on the Upper East Side of Milwaukee.

2) Discussion Items

ETMA Update - RPP Stalemate: UWM is insisting on a one-for-one exchange in parking spaces. The State says that if UWM is not supportive of the Resident Parking Permit legislation it will die. Residents will be able to park on one side of the impacted area around UWM and the general public will be able to park on the other side of the street. There are 720 spaces involved in the plan or 45 percent of what is needed. There are approximately1660 parking spots in the radius of UWM in total. A compromise proposal will be sent out to CWNA members for comment. The impacted area may cover the majority of the Cambridge Woods neighborhood. Currently restricted parking areas may or may not be included. Residents would receive a permit to park. Ankel suggested that the resident of the Cambridge Woods neighborhood be polled over such a sensitive issue as it would appear that UWM is taking away the right of property owners to park on their own street. It is possible that the Columbia Hospital reuse plan will provide the additional parking UWM needs. Columbia has 900 spaces. The University Regents should be invited to a University neighborhood meeting. By March 1, 2005, Peter McMullen will have specific questions with which to poll current and former CWNA members.

UNA Update - Main Item: Columbia Hospital Reuse and Neighborhood Association Subcommittee: University Neighborhood Association (UNA) Presidents started to meet as a group and have had one meeting so far. The impetus for the group meeting is the Columbia Hospital Reuse issue. UWM does not want to do any more Memoranda of Understanding (MOU) with any group after their MOU with the Water Tower group. Media attention has focused on the house parties in the university neighborhoods including UWM and Marquette University, and what gets done by the City (Department of Neighborhood Services), the Milwaukee Police Department and by the neighbors.

3) Team Reports

Communication Team: City of Milwaukee Webmaster Ron Pounds, wants to make contacts with neighborhood group webmasters to make the City website better. Birger Pahl will coordinate with Pounds. The City website is www.ci.milwaukee.gov. Neighborhood Spotlight by Cathy Arney is to be posted on the CWNA website soon.

Membership Team: Membership Sign-up and Renewal forms will be made available at the Chili Fest on February 27, 2005.

Neighborhood Quality Team: Ankel received, on behalf of CWNA, a grant for 54 rain barrels to be installed in the Cambridge Woods. Birger Pahl will photograph the events associated with the rain barrel installations and he will photograph the installation of the green roof on Cambridge and Hampshire Streets. The Milwaukee Metropolitan Sewerage District (MMSD) will provide a map of the east side of Milwaukee with stickers to be placed on locations using the rain barrels and green roofs. Suggested that rain barrels be given out at CWNA General Meetings or other events. Twenty-seven barrels will be available with installation and 27 without. Suggested that we advertise at Chili Fest for the March General meeting, but the March meeting will have to have an education component regarding the rain barrels and green roofs. Ankel will put out a request for volunteers to serve on a committee to assist her in the distribution of the barrels. McMullen expressed concern that 54 barrels at the general meeting may be too many considering the numbers that attend the meetings. Who will tote the barrels back and forth to all of these locations? We need a strategy on how to get the barrels and people to take them together as soon as possible because of the imminent growing season. MMSD is also interested in documenting the distribution process. The March General meeting will be the kick-off for the education effort particularly about the impact on the combined sewer system. McMullen will announce the General meeting on March 1st so everything should be coordinated by then. Pahl and Spransy volunteered to be on the planning committee, but Ankel to send out general call for volunteers to the membership.

McMullen was asked by Department of Neighborhood Services Director Marty Collins about whether his department could do more for CWNA. Executive Board members were solicited for ideas.

Fun & Games Committee: The annual Chili Fest will be held at the Park Place Fire Station at 4:00 p.m. to 7:00 p.m.

Safety Team: Ankel to send a letter to Milwaukee Police Chief Nan Hagerty on behalf of the CWNA thanking her for cracking down on illegal taverns in our neighborhood.

4) New Business

Executive Board Budget Request to be made to Treasurer Leslie Fillingham for 2005 expenses: $25 contribution to the Urban Ecology Center when CWNA hosts a UNA meeting. $50.00 - Membership Committee postage costs $100.00 - ETMA membership dues $100.00 - website fees for one year $250.00 - Fund & Games Committee advertisements for CWNA annual rummage sale and other events $150.00 - printing of CWNA promotional brochures NOTE: No contributions will be made to political parties or candidates for political office from the CWNA treasury.

Riverside University High School received a $1000 award for having a large number of students who qualified for Advance Placement. Ankel to send a letter to the Principal of the school congratulating their achievement. Also RUHS will be presenting the play “Guys and Dolls” on March 11, 12 and 18 and 19, 2005.
